Focus on Cybersecurity and Emerging Technology Policy

Hong Kong –March 2, 2023: Crowell & Moring International, LLC is expanding its presence in Asia with Kate M. Growley, advising global businesses on cybersecurity and emerging technology policy matters from Hong Kong.

C&M International – a global government affairs, public policy, and public affairs firm – is building upon more than three decades of experience working in the world’s most dynamic markets across the Americas and the Asia-Pacific. The firm is affiliated with Crowell & Moring LLP, an international law firm, where Growley served as a partner before transitioning to take on her new role as a director at C&M International.

“Asia is at the forefront of technological transformation,” said Ambassador Robert Holleyman, president and CEO of C&M International and former deputy U.S. Trade Representative responsible for Asia. “With the addition of Kate Growley in Hong Kong, we have strengthened C&M International’s ability to serve our clients throughout Asia and globally as they try to inform, assess, and implement public policy when it intersects with innovation.”

Growley brings over a decade of experience in the United States focused on cybersecurity, privacy, and digital transformation and the unique regulatory and risk management challenges these issues create. At C&M International, Growley now helps clients understand, navigate, and shape the evolving landscape for cyber policy, data governance, cloud adoption, and emerging technologies in Asia, and globally. Her clients call on her to evaluate the business impact of public policy on everything from artificial intelligence to quantum computing and the Internet of Things, and to strategically advise them on how to adopt risk-based approaches for these and other emerging issues for the digital economy.

In Growley’s former role as a practicing attorney at Crowell & Moring LLP, she focused on cybersecurity regulatory compliance and related crisis management and regularly worked across business stakeholders – including legal, compliance, technology, security, and operations.

“I have spent my entire career helping multinationals grapple with the challenges posed by complex data issues and am excited to now tackle these challenges at their inception as a part of C&M International,” Growley said. “I am proud to join a team that is helping our clients engage in the political and policy environments that will shape how the world secures and realizes the benefits of data and emerging technologies.”

C&M International advises corporations and organizations on policy initiatives and develops public-private partnerships for a wide range of sectors. This includes advising on the creation of a new framework within the Association of Southeast Asian Nations (ASEAN) to enable cross-border data flows and helping launch the region’s largest public-private platform to strengthen ethical business practices across national health systems. The firm has long worked with governments to raise standards, having secured a political commitment from 21 Asia‐Pacific trade ministers to align regulatory approval procedures for medical products. Beyond its traditional trade policy and supply chain analysis capabilities, the firm has a growing portfolio related to sustainable infrastructure development and public-private sector collaboration to address the global environmental challenge around plastic marine debris.

“The policy implications around next-generation technologies are rapidly evolving,” said Clark Jennings, managing director of C&M International’s Asia operations and regional headquarters based in Singapore. “Adding Kate’s expertise and practical guidance here in Asia will provide companies with a seamless experience in working with our firm as they wrestle with new frameworks for the digital landscape – whether that is in Hong Kong as an East Asian business hub, or working more broadly across Southeast Asia.”
